The long-term objectives of the Kitengesa Community Library are:

1. To promote a reading culture in Buwunga Sub-County of Masaka District, Uganda.
2. To develop a model of a rural community library that could be replicated elsewhere.

In pursuit of the above, the library promoters have the following short-term objectives:

1. To develop a collection of books, of two types:
(a) Circulation. These books will be novels and other readers that are relatively inexpensive. Members will be allowed to borrow these books.
(b) Reference. These books will include dictionaries, atlases, encyclopedias, and school textbooks. Members will be allowed to read these books in the library building.
2. To maintain a building that has been erected for the purpose on land belonging to Kitengesa Comprehensive Secondary School. This building will be used for storing books and making them available for reading. It may also be used for other community purposes such as meetings and concerts.
3. To raise funds to support both the book collection and the building.

The target groups for whom the library is intended are:

1. Staff and students of Kitengesa Comprehensive Secondary School.
2. Staff and students of neighbouring primary schools.
3. Any other residents of Buwunga Sub-County who have an interest in reading.

The above objectives were revised and endorsed by a meeting of the Board of Directors on 27 April 2002.
