All
staff and students of Kitengesa Comprehensive Secondary School
are automatically members of the library. Residents of the
sub-county in which the school is located can become members
on payment of an annual fee of 2,000 Uganda shillings (i.e.
a little more than one dollar). People from further afield may also join
on payment of a fee of 3,000 Uganda shillings.
In January 2008, the library had 645 members who were in
good standing, including 16 teachers from the school, three
non-teaching staff, and 513 present or former students. The
remaining 112 members include 11 business men or women,
14 teachers from other schools, a cook, a builder, a driver, 10 farmers,
the head of the school for the deaf in Kitengesa, and 60 students
from other schools. Over the course of 2007, 133 new members signed up.

The people who use the library most are students
and teachers in Kitengesa Comprehensive Secondary School,
but some other local residents use it regularly too. Two such
are Joseph Mukiibi and Charles Ssebwana, a pair of brothers
who own a shop in the trading centre. Teachers from the neighbouring
primary schools also come in to prepare their lessons, and
students from other schools visit frequently, especially during
the school holidays. The library serves uneducated members
of the community as well, for Dan Ahimbisibwe encourages them
to come and work on their reading and writing with him. Particularly
impressive is Angella Namuddu, a cook at a neighboring primary
school. She could not read at all when she began coming to
the library in 2003, but over 2004-5 she borrowed, and read,
more books than any other member.
